Horizons Consultants provides business consultancy, telecom consultancy, compliance assistance, FCC filing assistance, VoIP-related services, documentation preparation, registration support, banking assistance guidance, and related business support services.

We act solely as a consultancy and service provider. We are not a government agency, bank, law firm, accounting firm, or regulatory authority.

2. Eligibility for Refunds

Clients may be eligible for a full or partial refund only if Horizons Consultants fails to deliver the purchased service due solely to an internal operational failure on our side.

Refund eligibility is evaluated based on:

  • scope of work completed,
  • resources already allocated,
  • third-party costs incurred,
  • and the stage of the project at the time of the request.

3. Non-Refundable Fees

The following fees and charges are strictly non-refundable once incurred or submitted:

  • Government filing fees
  • FCC-related fees
  • NECA fees
  • OCN/IPES related fees
  • Telecom registry fees
  • Carrier fees
  • DID/VoIP usage charges
  • Compliance verification fees
  • Banking application fees
  • KYC/AML verification fees
  • Software licensing fees
  • Third-party vendor charges
  • Domain, hosting, or infrastructure costs
  • Consultation fees already delivered
  • Custom development or completed setup work

4. No Guarantee of Approval

Horizons Consultants does not guarantee:

  • FCC approval,
  • banking approval,
  • telecom carrier approval,
  • regulatory approval,
  • compliance certification,
  • or acceptance by any third-party institution.

All approvals and reviews are subject to the independent decision-making processes of banks, government agencies, telecom carriers, compliance authorities, and third-party providers.

Payment for our services covers consultancy, preparation, guidance, documentation assistance, and submission support only.

5. Client Responsibilities

Clients are responsible for:

  • providing accurate information,
  • submitting requested documents on time,
  • responding to compliance/KYC requests,
  • and cooperating throughout the service process.

Refunds will not be issued where delays, denials, or failures occur due to:

  • inaccurate client information,
  • incomplete documentation,
  • failure to complete verification requirements,
  • lack of communication,
  • government or carrier rejection,
  • banking rejection,
  • or external compliance decisions beyond our control.

6. Partial Refunds

If work has already begun or been partially completed, Horizons Consultants may issue a proportional partial refund at its sole discretion.

Examples include:

  • documentation already prepared,
  • consultations already conducted,
  • registrations already submitted,
  • or compliance work already performed.

7. Completed Services

Once a service has been fully delivered, completed, submitted, or transferred to the client, the service becomes non-refundable.

8. Refund Request Procedure

To request a refund, clients must contact our support team in writing within 7 calendar days of the issue arising.

Refund requests must include:

  • full name,
  • order/service details,
  • reason for request,
  • and supporting documentation if applicable.

Refund reviews typically take 5–14 business days.

9. Chargebacks & Payment Disputes

Clients agree to contact Horizons Consultants first to attempt resolution before initiating chargebacks, disputes, or payment reversals with banks or payment processors.

Fraudulent or abusive chargebacks may result in suspension of ongoing services and legal recovery actions where applicable.

10. Service Modifications

Horizons Consultants reserves the right to update or modify this Refund Policy at any time without prior notice.
